This card works great if you only have one of a needed card in your deck. It also would allow you to only put one of a potentially useful card (such as COPs for example) in your deck in order to make room for other cards. It obviously can't hurt to pick the cards you draw. 
this is a good card if u can play it but cmon 10 MANA!!??? think about it is it really worth it just to look at a few cards and get what u need??? i sopose it can be good if u use tinker or some other way to get it out but soothsaying is way better then this Your Rights :
