*** This card generates tokens of specific types, depending on what colour you want them to be. It can be quite useful if your deck requires such tokens in order to strengthen its effects. It would probably work best in a goblin deck, as goblins are often used as sacrificial fodder to activate certain effects. A black or green deck often uses sacrifice as well, so thrulls and saprolings can be quite useful to generate as well. It's not quite so useful in a white or blue deck as neither of those tokens mean a heck of a lot. If the white tokens were SOLDIERS and not citizens, then there would be a few more opportunities to work with them strategically.
