That 1 extra mana makes it playable in EDH; there's nothing better than an opponent's general stuck on the bottom of his library.

Sure it's cheaper than Wrath of God, money-wise. Maybe if persist creatures were more popular, this card would be better than Wrath of God. But Kitchen Finks is the main card that this is good against (I can't think of any other popular persist creatures), and even those don't show up too often. And if you're worried about persist creatures, use the extra mana you get by playing Wrath of God to play Path to Exile. That one mana makes a difference!

In response to the above: Yes, you can beat Wrath, esp. when you consider:
A) Its cheaper; a full set of burials goes for less than the average copy of Wrath and
B) At the local store, Wrath/Persist is a big deal; Hallowed Burial short-circuits that by dumping the Finks and their buddies to the bottom of the deck, rarely to be seen again! ^_^

Very good card. I do find 5 mana a tiny bit much, the fact that the creatures go to the library rather than the grave, though, is a handy little trick! But still, you can't beat the original and best: Wrath of God! Am I right?
