This is a pretty good enchantment, as it gives your creatures a way to attack your opponent easier. However, many blue creatures already have flying, so it hasn't found too much use in my mono-blue decks. It works better in a multicolored deck where blue is paired with Green or Red, two colours which aren't well known for their flying monsters.
