Assume the roles of Abraham Lincoln or Jefferson Davis and their senior military advisors. Maneuver your armies, corps, divisions, and headquarters across the maps to resolve combat between the opposing forces.
Combat units are rated for troop quality, leader's initiative, leader's tactical abilities, and command span. Players are compelled to focus on the interrelationship between military action and their political consequences. Political points resulting from military successes and failures determine who will be victorious.
