PITHING NEEDLE targeting your own Aether Storm before you play it. The Pay 4 Life is an activated ability. How many decks does this shut down in Legacy.. like.. All of them right?

Blue lockdown FOR SURE, opponent wants to play creatures? let 'em pay 4 life, big deal, just play eternal witness or a regrowth next turn to bring it back and play it again. i happen to be a big fan of Aether everything. MTG should make a new creature subtype... AETHER... aether angels, aether wizards, aether goblins, aether OOZE! that would be so awesome!

A decent enchantment, especially in blue lock-down. While the pay 4 life: bury AEther Storm sounds like a disadvantage, remember how much burn spells blue has: Psychic Blast and Mind Bomb - and even the bomb isnt a guaranteed hit. At worst, its a player-only Lightning Blast for blue. This could find a way to weasel itself into some red/blue decks that rely on blue for drawing and damaging enchantments with burn spells to win (ie: Sulfuric Vortex, Aether Flash, etc.)
