For this relatively low-price, this artifact is incredible. If you play it on turn 3, your mana capacity jumps from 3 to 6, allowing you to play a spell that is well ahead of the curve relatively early. Further, if combined with:
1.) Any effect that untaps target artifact for 2 colorless mana or less
2.) The "Power Artifact" enchantment.
You basically have an infinite-mana source at your disposal.
If you're not convinced that this card is broken and incredibly useful, then take a look at "Mana Vault".
