Yes Jim, All This card does is its ability after the first paragraph. The card says in the last Paragraph: something like if you didn't do the above (which is impossible to do no matter what) it does a really sucky ability.

it basically turns the game into a party game, player one does an action, then player two does that action plus another action, etc etc. if you end up not doing the action, you discard your hand. the rest of the text is a bunch of stipulations saying what you can and cannot do. ie nothing that can get someone hurt, and has to be done sitting at the chair.
