Bushi tenderfoot is best used with Indomitable Will from the same set because you usually think that your 2/2 creature is enough to kill him. You don't normally suspect that your opponent is going to instant cast the enchantment and wind up with a 4/6 double striking Kenzo with Bushido 2 on his second turn.
Some people might argue with me about this, but Indomitable Will pretty much seems to be made to help Bushi Tenderfoot flip over. It's fast (2nd turn), and it fits into mono white Samurai decks without having to wait for turn 3 for some Anthem pumping. Sure, you /could/ play Honor of the Pure instead, but that'll ruin the plain because your opponent isn't likely to block your now 2/2 Tenderfoot if he knows his own creature will die...
Besides, no other creature in the Champions of Kamigawa edition really needs Indomitable will as much as Bushi.
One of the other cards that might fit Tenderfoot just as good and fast is probably Harm's Way, although is doesn't provide +1/+2 >_>

Bushi Tenderfoot goes great with arcane teachings. He gets +2 +2 and tapping him will allow him to deal 1 damage to target creature or player.

There are many ways to help Bushi to flip and once flipped he can become a huge and dangerous creature on the playing field. He sends fear when on the playing field, excellent.

If you can flip it its good, I usually end up doing it with Righteousness. That card is always a hoot but when you get this guy flipped in the process then hilarity ensues, for me, not my opponent.
