Not only can it 3-mana-Lava-Axe your opponent, but it also has wither! Permanent damage to creatures yes please~
I think it's safe to say that the flavor text is spot on - as long as you've got the mana, it really has no safe side, tapped or not.
But don't use Hateflayer's untap ability during your own turn - use it in your opponent's turn if/when they attack to decimate their attackers and get a strong blocker. And if they don't attack? - just use Hateflayer's ability on their end step.

Equip the Hate Flayer with a Virdian Longbow and you can do six points of damage before you even attack with the Hateflayer. The amount of damage you can do before you attack is only limited by the amount of mana you have.

High mana cost, but if your opponent can't answer it then Hateflayer will solo them. Seriously only 10/10+ creatures can't kill it. Awesome picture too.

Unbelievably powerful in EDH format. Too slow anywhere else. The untap symbol in general seems a little overpowered, but that''s why I use it so much in EDH. Both Paradise Mantle and Burning Anger love this card~
