This is a decent card, but not powerful enough to be a true dominator. It's a 7/7 trample for 5, which is awesome for blue, but it has phasing, making it an attacker every other turn. It also has the side effect of taking all your lands with it when it phases out. This makes it a perfect candidate to donate to an opponent. Just make sure you have some way to keep it from killing you.
