this rating is for this card's use in a Sliver deck, of course. The newer Blade sliver provides much the same effect for free, but this allows u to wipe out your opponent in one turn, provided u get enough mana.
Granted, its not the best, but its a decent card for Slivers.

Terrible Sliver, especially with the black sliver that is the same mana cost and has same ability only its +1/+1 instead of only +1 but even i think that sliver is terrible.
