Actually it's very good... as long as you can discard it. It's a counterspell that won't fit in every deck, but stick it in 'tog or madness and you're countering spells reliably for a single blue mana.

good vs. high cost or early game spells

Not a very good counterspell. It costs three and the opponent has the ability to get around it by paying mana. There are lots of better options that cost the same or less to purchase. Counterspell, cancel, mana leak, memory lapse, and arcane denial all come to mind.
