I agree that, by itself, it's rather pointless, but he truly shines in certain combinations. He's particularily nasty when used in conjunction with Royal Assassin, Icy Manipulator, or, often times, Sengir Vampire. As a matter of fact, Icy Manipulator used with Nettling Imp is almost as nasty as Royal Assassin and Icy Manipulator.
But he's also very valuable to just kill enemy creatures once you get a fairly sizeable creature on the board. It's almost the opposite of Hunt Down.
As is common with "nasty" black creatures, however, he's merely a 1/1, which is often very easy to kill.

this card isn't good on its own but with other cards it kicks butt. Must have for old school black royal assassin decks
