5 stars. Easy. Drago is easily one of the best, if not the best, Koa'ki Meiru cards. The ability to keep Darks and Lights from special summoning at all is an amazing prospect, one which affects practically every deck in the meta and most decks in general. Especially with the rise of the Infernity archtype, keeping a Drago on the field can be the difference between a win and your opponent completely decimating you. With the release of Maximus as the Koa'ki boss monster, there's no reason you can't max out on Drago in a Pure Koa'ki build. And even actual dragon decks benefit from locking down the opponent. This card is amazing.
