You'll call me crazy but I threw some Cytoplast Manipulators (Blue Mana, Tap: Gain control of target creature with a +1/+1 counter on it as long as Cytoplast Manipulator remains in play) into an elf deck along with this. Using Immaculate Magistrate, I loaded Cytoplast Manipulator up with 1/1 counters. As their creatures come into play, throw counters on them from this. That allows either stealing them with Manipulator or killing them with Hunter of Eyeblights As for mana...well elves are very good at producing any mana you need :P

Use this in combination along with Thrive to give X creatures +1/+1 counters. Just for kicks add seeker of skybreak.

It's a good card, but first of all, this card is a little above the curve, and plus...hellooo?? It puts a +1/+1 counter on an OPPONENT creature, and you have to wait a turn to take it off, and plus it costs 3 mana to kill the creature, AND you have to tap the hunter, which means it can't attack the first turn you lpay, or the second turn cuz if its ability, by the time it can attack your opponent might very likely have a creautre way bigger than it...
