I honestly don't know the first thing about playing Legacy or Vintage, but does it seem to anyone else that this card could be good in type one prison decks like Stax, etc.???

This is perfect in an Elementals deck, as many Elementals in Lorwyn came with "comes into play" effects that when combined with Evoke, made them effectively sorcery spells, and then combined with Flash, made them effectively instants. You can build an entire deck of creatures with this card and make it more difficult for everyone to play counter spells, creature removal spells, or burn spells.
