Betrayers of Kamigawa was a fair set, with a few broken cards but overall a nice balance. While Champions (with a few small exceptions) and Saviors (with the exception of Pithing Needle) were fairly weak sets, Betrayers had some degree of power, with cards like Ink-Eyes, Jitte, Isao, and a couple others.

Betrayers of Kamigawa is the best pack in a bad block. Kamigawa is greatly overshadowed by Ravnica, but this set does have some powerful cards.
