It's a cheap hate card for green, great for Standard tournaments. The idea is you can get this baby off on round 1 and put a strangehold on their mana supply. Hopefully you can opt to play 2nd and let them go first, that way when they lay their first swamp, you can enchant it with this plague-like spell on your very first turn.
