Think Gust of Wind, just more appealing to the eyes, re-usable with Poké-Turn, and easily tech-able. Oh, and tournament legal. This card is just insane: it gives virtually any deck a powerful and reliable source of board control. This is the reason Rising Rivals has rather expensive booster boxes.

This card is what makes up 99% of all winning decks. Whether it be running it as a secondary attacker or as a tech, Luxray GL Lv.X is the best card in the legal modified format hands down. Don't believe me? Check out the price ;)
